Abstract

This paper evaluates the effectiveness of small business support measures in the knitwear sector of the Andijan region based on the "resource–result–impact" logic. An analysis of export dynamics in 2025 revealed that while support measures were effective in increasing finished garment production capacities, they failed to yield results regarding the yarn and fabric segments or market diversification. Proposals have been developed for a results-based monitoring system and for the reorientation of support measures.
